How Much Does an eQMS Cost? Pricing per User and per Year
eQMS cost, on the price pages of the vendors that publish one in October 2026, runs from free community seats and EUR 99 a month for a five seat starter up to USD 26,000 for an entry tier, before validation, migration and training are counted. Short answer: the best value eQMS on published pricing is Matrix Quality, followed by SimplerQMS, qmsWrapper, Cognidox, Formwork, Intellect, Isolocity and Effivity. Matrix Quality is first because it publishes one annual entry price from EUR 10,000, covers more than 50 modules, prepares its own GAMP 5 validation documents inside the system, and is typically live in 2 to 6 weeks with our team supporting your migration.
We work at Matrix One, the company behind Matrix Quality, and Matrix Quality is first on this list. We say that up front so you can weigh the ranking accordingly. Every competitor price below was read on that vendor's own pricing page on 27 October 2026, quoted in the currency and billing period the vendor uses, and no price was estimated or taken from a third party. Every regulatory statement names its clause.
Matrix Quality is the electronic quality management system for medical device and life science companies that have outgrown paper, Word, Excel and SharePoint/Google Workspace. It suits growing teams of 20 to 1,000 people who need an audit-ready, validated QMS without an enterprise price or an enterprise rollout. Made by Matrix One, it is used by 500 life science companies worldwide, has more than 50 modules, and supports 21 CFR Part 11, EU Annex 11, ISO 13485 and GxP with a GAMP 5 approach.
How much does an eQMS cost per year?
For a regulated team of 5 to 50 people, the published entry prices in this list run from about EUR 1,200 a year for a five seat starter billed monthly to USD 26,000 for an entry tier aimed at manufacturers replacing paper and SharePoint, whose billing period the vendor does not state. Most life science tools sit in the band from EUR 3,500 to USD 17,500 a year at entry level.
The licence is rarely the whole bill. Validation evidence, document migration, training and integrations are priced separately by some vendors and included by others, and that difference moves the first year total more than the headline price does. A fair comparison therefore asks two questions: what is the published number, and what does it already include?
8 eQMS vendors that publish a price shortlist
| Tool | Best for |
|---|---|
| Matrix Quality | Life science and medical device teams that want one validated eQMS from a published EUR 10,000 a year |
| SimplerQMS | Life science teams that want validation, migration and training inside one annual price |
| qmsWrapper | Medical device, SaMD and IVD teams that want a flat plan with no per seat pricing |
| Cognidox | Medical device and IVD developers buying by user cap in GBP |
| Formwork | Lean, founder led device startups that want monthly billing and a free tier |
| Intellect | Manufacturers replacing paper and SharePoint across quality and operations |
| Isolocity | Manufacturers that want a per user price with free basic users |

Which published eQMS prices can you compare, at a glance?
| Tool | Published entry price | Pricing model | What the vendor says is included |
|---|---|---|---|
| Matrix Quality | From EUR 10,000 a year | Annual subscription | More than 50 modules available, system prepared GAMP 5 validation documents, migration support, live in 2 to 6 weeks |
| SimplerQMS | From USD 17,500 a year, up to 15 users | Per user, yearly, with that minimum | Implementation, IQ/OQ/PQ validation services, data migration, unlimited live training, hosting |
| qmsWrapper | Foundation from EUR 3,499 a year | Flat plan, not per seat | Pre-validated SaaS, IQ/OQ evidence supplied on request |
| Cognidox | From GBP 6,000 a year | Tiers by user cap (5, 30, 50, 100) | Validation Pack offered as an add-on; 500 document migration free on Growth |
| Formwork | EUR 99 a month for 5 seats; EUR 499 a month unlimited seats | Flat monthly tiers, plus VAT | ISO 13485 validation report on paid tiers; free Community Edition with 5 seats |
| Intellect | Core starting at USD 26,000 | Flat tiers, billing period not stated | IQ/OQ/PQ templates and protocols sold as a one-time validation service |
| Isolocity | USD 220 per full user a month, billed annually | Per user | Free unlimited basic users, free unlimited training hours |
| Effivity | USD 217 a month at the calculator default, billed yearly | Per module plus per user | Quality module USD 35 a month, users USD 35 each on Starter |
Is eQMS pricing per user or per year?
Both, and the model matters more as you grow. Three models appear on the pages we read. Per user pricing charges for each named licence: Isolocity lists USD 220 a month per full user on an annual contract, and SimplerQMS states it is priced per user on a yearly subscription with a USD 17,500 minimum covering up to 15 users.
Flat tier pricing charges for a plan regardless of headcount: qmsWrapper says plainly it is not licensed per seat, and Formwork's EUR 499 a month tier carries unlimited user seats. Capped tiers sit between the two. Cognidox sets tiers by user limit, at 5, 30, 50 and 100 users, and ZenQMS describes building a headcount buffer into the price instead of charging per user.
Per user pricing looks cheapest for a small core team and rises fastest when you add the people who only read and sign. That is why several vendors price read only users separately: SimplerQMS lists a free Viewer licence, Isolocity a free Basic User, and Formwork a free Community Edition. Before comparing prices, count authors, approvers and readers separately.
What does a published eQMS price usually leave out?
Five items move the first year total, and vendors split them differently. Validation evidence is the largest. SimplerQMS includes IQ/OQ/PQ validation services in its Starter price, Formwork includes an ISO 13485 validation report on paid tiers, while Cognidox lists a Validation Pack as an add-on and Intellect sells one-time validation as a service. None of the add-on prices are published.
Migration is second. SimplerQMS includes data migration, Cognidox's Growth tier includes a 500 document migration, and others quote it as professional services. Training follows: SimplerQMS and Isolocity both say training is unlimited. Integrations and extra modules come last, and Effivity's calculator shows how quickly per module pricing adds up, at USD 35 a month for the quality module alone.
The fifth item is the contract itself. Isolocity's FAQ says moving from monthly to annual lowers the per user price from USD 270 to USD 220 a month. Formwork offers a month free on annual billing and says no commitment on monthly. SimplerQMS pro-rates licences added mid-term and lets you reduce the count at renewal. Ask every vendor for the term, renewal cap and exit terms in writing.
Why does validation drive eQMS cost?
Because the regulations put the burden on you, not the vendor. 21 CFR 11.10(a) requires validation of systems to ensure accuracy, reliability, consistent intended performance and the ability to discern invalid or altered records. ISO 13485:2016 clause 4.1.6 requires software used in the quality management system to be validated before first use and, where appropriate, after changes, with the effort proportionate to risk.
Since 2 February 2026 that ISO clause is also an FDA requirement. Section 820.10(a) requires device makers to document a quality management system that complies with ISO 13485, which section 820.7 incorporates by reference. So the validation record for your eQMS is now part of what an FDA investigator can sample, not only a notified body auditor.
The scale of the effort is where cost is decided. FDA's final guidance on Computer Software Assurance for Production and Quality Management System Software, issued in February 2026 to replace the September 2025 version, ties its risk based approach directly to the QMSR. ISPE's GAMP 5 Second Edition, published July 2022, is the reference most eQMS vendors cite for scaling validation to risk, and a configured eQMS is commonly treated as a configured product under its software categories.
In practice that means you validate your configuration and intended use, and lean on the vendor's evidence for the platform. A vendor that hands you prepared plans, scripts and reports saves internal hours every release. A vendor that sells the pack separately moves that cost into a line item.
Which clauses set the cost of running an eQMS?
| Clause | What it adds to the cost |
|---|---|
| 21 CFR 11.10(a) | Validation of the system for accuracy, reliability and consistent intended performance |
| 21 CFR 11.10(e) | Secure, computer generated, time stamped audit trails kept as long as the records |
| 21 CFR 11.10(k) | Controls over systems documentation, including revision and change control |
| 21 CFR 11.300 | Unique ID and password controls, periodic checks and loss management |
| 21 CFR 820.10(a) and 820.7 | A QMS complying with ISO 13485, so clause 4.1.6 software validation applies |
| ISO 13485 clause 4.1.6 | Validate QMS software before first use and after changes, proportionate to risk |
| 21 CFR 211.68(b) | Controls so only authorised personnel change master production and control records |
| EU GMP Annex 11 clause 3.1 | Formal agreements with suppliers and service providers stating responsibilities |
| EU GMP Annex 11 clause 3.2 | Supplier audit need based on a risk assessment |
| EU GMP Annex 11 clause 17 | Archived data checked for accessibility, readability and integrity |
What do Annex 11's supplier clauses add to the bill?
A supplier qualification step that pharma and biotech buyers have to budget for. EU GMP Annex 11, still the January 2011 text on the European Commission's EudraLex Volume 4 page as of October 2026, requires in clause 3.1 formal agreements with third parties that clearly state their responsibilities. Clause 3.2 says the need for an audit of the supplier should be based on a risk assessment.
Clause 3.4 asks that the supplier's quality system and audit information be made available to inspectors on request, and clause 4.5 asks the regulated user to take reasonable steps to ensure the system was developed under an appropriate quality management system. So a vendor that supplies its quality documentation and accepts audits saves you the cost of a full on site supplier audit.
Clause 17 adds a running cost: archived data must be checked for accessibility, readability and integrity, and retrieval tested after relevant system changes. Ask how the vendor exports records and what an export costs at exit, because that is the archive you will rely on for years after you leave. The revised Annex 11 consulted on in 2025 had not been adopted at the time of writing.
How does team size change what an eQMS costs?
Headcount changes the ranking, so price your real team rather than the starter. On published numbers, five users cost EUR 1,188 a year on Formwork Starter billed monthly, EUR 3,499 on qmsWrapper Foundation, USD 13,200 on Isolocity with five full users, and USD 17,500 on SimplerQMS, whose minimum covers up to 15 users.
At 15 users the flat and capped models pull ahead. qmsWrapper's Foundation price does not move with headcount, Formwork's unlimited seat tier is EUR 499 a month, SimplerQMS is still at its USD 17,500 minimum, and 15 full users on Isolocity come to USD 39,600 a year. Mixing in Isolocity's USD 39 Mid Users or free Basic Users changes that sum, which is why the reader and approver count matters.
Past 30 users most tools move you to a quoted tier. Cognidox caps its Growth tier at 30 users and its Scale tier at 50, and SimplerQMS quotes Team and Enterprise from 15 users. Matrix Quality, built for teams of 20 to 1,000, publishes its entry price from EUR 10,000 a year, so ask for a written quote on your exact headcount and modules.
When does the cheapest eQMS end up costing more?
When the low price excludes the work an auditor will ask to see. A tool with no validation evidence leaves your team writing IQ, OQ and PQ scripts against 21 CFR 11.10(a) and ISO 13485 clause 4.1.6 every time the vendor releases. A tool with no migration support leaves your quality lead re-keying documents for weeks.
A narrow tool adds a second and third system later, for training, suppliers or complaints, each with its own validation and supplier qualification under Annex 11 clause 3. The cheapest first year is often the most expensive third year, which is why the three year view below adds inclusions back before comparing.
How should you compare eQMS cost over three years?
Price three years, not one, because migration and validation load the first year and renewals carry the rest. Use the vendor's published number as the base, then add only what that vendor says is not included. On published entry prices alone, three years is EUR 10,497 for qmsWrapper Foundation, GBP 18,000 for Cognidox from its starting price, EUR 30,000 for Matrix Quality from its entry price and USD 52,500 for SimplerQMS at its 15 user minimum.
Those numbers are not comparable until the inclusions are added back. SimplerQMS already carries validation services, migration and training in its figure. Cognidox's figure excludes the Validation Pack, and Intellect's excludes its one-time validation service. Per user tools need a headcount line: 10 full users on Isolocity at USD 220 a month is USD 26,400 a year before free basic users are added.
Then price the internal hours. Your quality team's time writing validation scripts, cleaning documents for migration and training staff is usually the largest cost in the first year, and it is the one a vendor's own tooling can cut most.
How did we rank them?
We ranked tools that publish a price on what a regulated buyer can actually budget from the vendor's own page.
| Criterion | What it means |
|---|---|
| Published number | A price in a stated currency is on the vendor's own site, not behind a form |
| Clear unit | The page says whether the price is per user, per plan or per year |
| Validation included | IQ/OQ/PQ or equivalent evidence is in the price or prepared by the system |
| Migration support | Moving existing documents is included or supported by the vendor |
| Life science fit | The vendor builds for medical device, pharma or biotech quality teams |
| Breadth | Document control, CAPA, training, suppliers and audits in one system |
Which 8 eQMS vendors publish a price, and in what order?
Matrix Quality
Matrix Quality is an eQMS for life science and medical device companies, and its product page publishes pricing from EUR 10,000 a year. Behind that one number sits a platform of more than 50 modules, including document control, CAPA, change control, training, supplier management, complaints and audits, used by 500 life science companies worldwide.
Validation is built into the system rather than sold as a separate project. Validation plans, test scripts and summary reports are prepared by the system from your validation scope and risk assessment, following GAMP 5, and test steps are executed electronically with pass, fail or deviation captured per step with user and timestamp.
Electronic records, electronic signatures and audit trails support 21 CFR Part 11 and EU Annex 11. Teams are typically live in 2 to 6 weeks, and our team supports you in migrating your documents off paper, Word, Excel, SharePoint or Google Workspace. See Matrix Quality validation and the Matrix Quality product page.
SimplerQMS
SimplerQMS is built for life science organisations and publishes a Starter plan for up to 15 users from USD 17,500 a year, with Team and Enterprise from 15 users on request. Its FAQ says pricing is per user on a recurring yearly subscription, and that the USD 17,500 minimum covers up to 15 users.
The price includes implementation, IQ/OQ/PQ validation services, data migration, unlimited live training, hosting and templates, and the page states no additional onboarding fees. Licence types run from a free Viewer to Light, Standard and Full. Implementation averages about six weeks for the first phase, licences added mid-term are pro-rated, and a guided free trial is offered.
qmsWrapper
qmsWrapper is built for medical device, SaMD and IVD teams, from startups seeking first certification to growing manufacturers. Its Foundation level is published from EUR 3,499 a year, with the Lifecycle level priced on request and Vigilance priced on scope.
It is not licensed per seat: the price follows the plan you select rather than user count. qmsWrapper describes itself as pre-validated SaaS, with IQ/OQ evidence, a validation summary and release documentation supplied on request.
Cognidox
Cognidox is built for medical device and IVD development teams that want a streamlined eQMS. Its pricing page states an annual subscription starting from GBP 6,000 a year, with tiers set by user cap: Starter at 5 users, Growth at 30, Scale at 50, Pro at 100 and Enterprise custom.
The Growth tier includes a free 500 document migration and electronic signatures, and Scale adds a learning management system and API. A Validation Pack is listed as an add-on, primarily for medical device customers, without a published price. A 14 day supported free trial is offered.
Formwork
Formwork, from OpenRegulatory, is built for lean, founder led medical device teams. It publishes a free Community Edition with 5 user seats, a Starter tier at EUR 99 a month plus VAT with 5 seats, and a QMS plus Techdoc tier at EUR 499 a month plus VAT with unlimited seats.
Paid tiers include an ISO 13485 validation report. Monthly billing carries no commitment and can be cancelled any time, and annual billing gives one month free, by the vendor's own page.
Intellect
Intellect is built for manufacturers digitising quality, operations and EHS, and its Core tier is aimed at teams looking to replace paper and SharePoint. The pricing page lists Core starting at USD 26,000, Operational Control at USD 32,000 and Enterprise Transformation at USD 47,000, without stating the billing period or a user count.
Validation is offered as a one-time service with IQ/OQ/PQ templates, validation protocols and summary reports, priced separately. The page also offers competitor price matching.
Isolocity
Isolocity is a quality management platform for manufacturers that also markets to life science companies. It prices per user: a Full User at USD 220 a month billed annually, or USD 270 a month on monthly billing, a Mid User for production staff at USD 39 a month, and Basic Users free and unlimited.
Training hours are free and unlimited, every subscription has a free trial, and Enterprise pricing is through sales.
Effivity
Effivity is built for organisations running several ISO management systems, quality among them, rather than for life sciences alone. Its pricing calculator prices per module and per user: at the default Starter settings the quality module is USD 35 a month and each user USD 35, giving USD 217 a month billed yearly.
Growth and Enterprise tiers lower the per user rate to USD 32 and USD 25 respectively, and a free trial is offered.
Which eQMS vendors price by quote only?
Several credible life science eQMS vendors publish no number, so they could not be ranked on price, though each publishes something useful. ZenQMS builds a headcount buffer into its price instead of charging per user and states a 90 day average go-live. QT9 QMS prices by quote with annual fees for concurrent licences, one-time implementation and training fees, and IQ/OQ/PQ pre-validation included.
Scilife lists Essential, Core and Core+ plans behind a pricing request, with a free trial. Orcanos lists tiers by seat count, starting at 3 users and 5 viewers on Starter, with a full validation package, but no price. Qualityze prices by modules, users, sites and services in an itemised quote, and Dot Compliance and Cloudtheapp also price on request.
What Matrix Quality is built for, and what you would buy alongside it
Matrix Quality is built for life science and medical device companies of 20 to 1,000 people that want document control, CAPA, change control, training, suppliers, complaints and audits in one validated system, from a published annual price, live in weeks rather than months. That is the buyer we rank it first for.
Some buyers have a different budget shape, and it is fair to say where another tool's strength decides it. A two founder startup that wants to start free and pay monthly will find exactly that in Formwork's Community Edition and EUR 99 starter. A team that wants validation services, migration and training bundled into one per user quote has that in SimplerQMS's Starter plan. Manufacturers that want quality alongside an ERP will find that pairing in QT9.
What should you ask before you sign an eQMS contract?
Whichever tool you shortlist, these questions turn a headline price into a budget.
Is the price per named user, per plan or per user band, and how are read only users and approvers counted?
Which modules are in the entry price, and what does each additional module cost?
Is validation evidence included, prepared by the system, or sold as a pack or service?
What migration is included, in documents or hours, and who does the work?
What is the minimum term, the renewal price cap and the notice period?
Will the vendor supply its quality system documentation and accept an audit under Annex 11 clause 3?
How are records exported at exit, in what format, and at what cost?
Where should you go next?
If you are building the business case, start with the best eQMS software ranking, then compare what a pre-validated eQMS for GxP saves on validation. If cost is driven by one module, see the best document control software and the best CAPA management software.

eQMS cost and pricing: frequently asked questions
Some is, some is not. SimplerQMS and Isolocity price per user, qmsWrapper and Formwork's top tier price per plan regardless of headcount, and Cognidox prices by user cap. Several vendors give read only users a free licence, so count authors, approvers and readers separately before comparing.
It depends on whether the vendor includes it. SimplerQMS includes IQ/OQ/PQ services in its Starter price and Formwork includes an ISO 13485 validation report, while Cognidox and Intellect sell validation as an add-on or service without a published price. Matrix Quality prepares validation plans, scripts and reports inside the system following GAMP 5.
Formwork publishes a free Community Edition with 5 user seats. Free licences elsewhere are for read only or basic users, such as SimplerQMS's Viewer and Isolocity's Basic User, alongside paid authoring licences.
Most price on modules, users, sites and services, so they quote each deal. Qualityze says exactly that on its pricing page, and ZenQMS says there is no single number it can quote. Published entry prices are the exception in this category, which is why we ranked on them.
Not by itself. Auditors test your records and your validation, under 21 CFR 11.10 and ISO 13485 clause 4.1.6, not the licence price. The risk comes from gaps the price hides, such as missing validation evidence or audit trails you have to build around.
Some vendors include it: SimplerQMS lists data migration in its Starter price and Cognidox includes a 500 document migration on its Growth tier. With Matrix Quality, our team supports you in migrating your documents. Budget your own team's time for cleaning documents either way.
Annual is usually cheaper per month. Isolocity lists USD 220 a user a month billed annually against USD 270 monthly, and Formwork gives one month free on annual billing. Ask every vendor for the minimum term, renewal cap and exit terms in writing before you sign.
