Who actually sends the paper copy

Where the files live and what uptime is promised
The regulation expects the eIFU to stay reachable. Check the hosting region, the backup locations and whether an uptime figure is written into the contract or only shown on a pricing page.

Where DocuLiv is ahead. DocuLiv publishes list pricing for all three tiers, offers digitally signed and timestamped documents on its Enterprise tier, and states its implementation cost range openly. We do not match the first two today, and the table says so.
